go to dealer, pay about 50 bucks for a new clock spring. go home, disconnect battery, let sit for about a 1/2 hour. pop the top of the steering column off. pop out the multi function switch, as well as the washer switch. take off the 4 hex screws that hold the air-bag on to the steering wheel, and set the airbag aside.
The turn signal switch is what controls your turn signal when you click the knob to either turn right or turn left. If the switch isn't working, it's not going to send the correct signal to power the ball to blink accordingly. There may be a mechanical problem or a wiring problem. The wiring harness is not that difficult to trace down. Check the color and stripe on the wire near the bulb connector, and if your car was built like mine the wiring harness runs down the left (driver's) side of the vehicle. Fold the back seat up to be sure, and you should see it.
